Anything that manifests is Indra. Anything that is there, belongs to Indra alone. Anything that will seize to exist will culminate into Indra.
Indra is the first and foremost manifestation of paramatma according to the shrutis. This can be proven using the rig Vedic hymn (Rig ved.1.101.5), skambha sukta of atharvaveda and many other suktas from the veda trayi. Indra then manifests from himself, the universe and jivas. To keep the entire creation in an order, different controlling energies are manifested with different naam, Rupa, kalaas. These are the 33 devatas of swarga. This also can be proven using the 27 combined suktas of Indra and other devatas like Indra-agni, Indra-Varuni, Indra-Vishnu, Indra-Soma, Indra-Marutas etc..
Indra is the Atman, Agni is the representation of an ever evolving mind, Soma is the divine life force and Vishnu is the all pervading prana.
As we all consider the Sun as a visible manifestation of the paramatma, we can draw a perfect analogy between the Sun and the divine quartet of manifestation, transformation and nurturing. The source is Indra, the potency or the fire is Agni, life giving force is Soma and the rays which reach every nook and corner is Vishnu. That's why they call Vishnu Indrasya yujyah sakha... Who (rays) cannot be separated from Indra (Sun).
That's why one must be blessed by Vishnu the lord of the apara shrishti (we are all in the maya of Narayan or his dream) in order to set foot in the real world. This journey starts from one ascending to the Vaikuntha- The place where the kuntha or the bandhan ends. Entering there makes a soul free. The further journey begins with Agni which transforms one into a divine being able to reach the higher echelons of the karmamaya shrishti.
Once Agni blesses the jivatma, he gives Soma, upon drinking which the jiva becomes divinised and he enters the realm of Indra that is the para shrishti where the supreme lord is being served by all the 33 devatas, other divine beings, rishis, marutas, apsaras, Divya jivatmas, maha siddhis, apsaras etc...
This is the epitome of the jivas journey. After this there's no more karma bandhanas or liabilities. One becomes completely mukta. Merging with Indra makes one supreme in all senses. As Indra itself means supreme and transcendental.
This Indra himself manifests in various beings who want to attain supremacy in their life. He manifests in devas as Devendra, in naras as narendra, in danavas as danavendra, in kings as nripendra, in animals as mrigendra, in foremost of vipras as viprendra and so on...
