अग्निदो गरलश्चैव शस्त्रपाणिर्नापहः |

क्षेत्रदारापहारी च पितृबंधूविहिंसकः ||

सततं मन्द्कारी च निन्दकः कटूवाचकः |

एकादशैते पापिष्ठाः वधार्हा वेदसंमताः ||

One who sets fire (arsonist), who gives poison, who attacks with weapons, who steals wealth, who abducts another’s land and wife, who harms parents and relatives,

who is always engaged in evil acts, who vilely slanders others, and who speaks harsh or cruel words; these eleven are considered extremely sinful and, according to the Vedas, are deserving of death.

Eleven types of the above mentioned sinners in the scriptures are to be punished with death. Because these people are eligible for hell according to the dharma shastras..

Of course if you decapitate any person like this is not a hatya (Cold blooded murder) but Vadha (mortal duty towards dharma) and you don't have to suffer because these people are already authorized to hell because of the above mentioned sins. Above that we just end their bodies, the soul is eternal.

Moreover, the one who steals Brahman's money or land, taking back the donations given and killing Brahmans also comes in the category of above mentioned sinners and is to be punished just like above.

The Brahman mentioned above is a Vaidika Brahman who spends his life only in following Vedas and carrying out his religious routine and righteous activities.

There is no inclusion of cultist or so called tantrik Brahmanas in this.
